Transparency Seal

I. Purpose

To establish the standards, scope, and procedures necessary for ensuring full compliance with the Philippine Transparency Seal requirements mandated under National Budget Circular (NBC) No. 542. To guarantee that the Agency’s disclosures posted under the Transparency Seal are complete, accurate, accessible, and defensible, consistent with all applicable budgetary, administrative, and accountability requirements.

Symbolism

A pearl buried inside a tightly-shut shell is practically worthless. Government information is a pearl, meant to be shared with the public in order to maximize its inherent value. The Transparency Seal, depicted by a pearl shining out of an open shell, is a symbol of a policy shift towards openness in access to government information. On the one hand, it hopes to inspire Filipinos in the civil service to be more open to citizen engagement; on the other, to invite the Filipino citizenry to exercise their right to participate in governance.

This initiative is envisioned as a step in the right direction towards solidifying the position of the Philippines as the Pearl of the Orient – a shining example for democratic virtue in the region.

II. Governing Principle

The Transparency Seal serves as a statutory mechanism for promoting accountability and openness in government and is not a mere website feature. Compliance therefore requires both the substantive fulfillment of legally mandated disclosures and the proper presentation, accessibility, and searchability. NBC No. 542 outlines the minimum standards for compliance.

III. Website and Presentation Requirements

The Transparency Seal logo is prominently displayed on the agency’s homepage and linked directly to a dedicated Transparency Seal page. The page contains clear and organized index of required disclosures. All posted documents are publicly accessible without restrictions. downloadable, and in searchable format, consistent with the requirements under NBC No. 542.

The Procurement Service-DBM (PS-DBM) complies with the following consolidated mandatory presentation standards:
